Foto: Catharina Bies\u00e8rt<\/figcaption><\/figure>\n\n\n\n<p><strong><strong>Bristen p\u00e5 it-medarbetare i staten har minskat, men \u00e4r fortfarande tydlig. 44 procent av de statliga arbetsgivarna har brist p\u00e5 medarbetare inom systemutveckling och systemf\u00f6rvaltning. It-kompetens \u00e4r viktig f\u00f6r att kunna effektivisera och utveckla den statliga verksamheten. Det framg\u00e5r av Arbetsgivarverkets Kompetensbarometer som genomf\u00f6rdes under november 2024.<\/strong><\/strong><\/p>\n\n\n\n<p>P\u00e5 m\u00e5nga myndigheter har it g\u00e5tt fr\u00e5n att vara en st\u00f6dverksamhet till att successivt utvecklas till k\u00e4rnan i myndigheternas verksamhet. Idag arbetar drygt 16 600 personer med it inom statliga myndigheter. Statliga arbetsgivare har ett stort behov av it-kompetens, fr\u00e4mst personer som kan driva it-utvecklingen fram\u00e5t och hitta nya smarta l\u00f6sningar f\u00f6r den m\u00e5ngfald av verksamheter som staten bedriver. Det kan handla om allt ifr\u00e5n pensionsutbetalningar till trafiksystem och milj\u00f6fr\u00e5gor.<br>It \u00e4r det st\u00f6rsta bristomr\u00e5det f\u00f6r de statliga arbetsgivarna. 44 procent uppger brist inom systemutveckling och systemf\u00f6rvaltning och 25 procent anger brist inom drift, underh\u00e5ll och support.<br>\u2013 N\u00e4r nu konjunkturen och arbetsmarknadsl\u00e4get har f\u00f6rs\u00e4mrats har bristen p\u00e5 arbetskraft snabbt sjunkit i n\u00e4ringslivet. Men inom staten har vi inte sett samma fall i bristen p\u00e5 arbetskraft. Trots den svaga arbetsmarknaden rapporterar de statliga arbetsgivarna en \u00f6kande kompetensbrist, s\u00e4ger Roger Vilhelmsson, chefsekonom p\u00e5 Arbetsgivarverket, som samlar cirka 250 myndigheter, aff\u00e4rsverk och andra arbetsgivare med anknytning till det statliga omr\u00e5det.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>&#8221;Trots den svaga arbetsmarknaden rapporterar de statliga arbetsgivarna en \u00f6kande kompetensbrist.&#8221;<\/p>\n<\/blockquote>\n\n\n\n<p><strong>Efterfr\u00e5gan p\u00e5 kombinationstj\u00e4nster<\/strong><br>\u2013 Att bristen inom vissa omr\u00e5den \u00e4r strukturell beror fr\u00e4mst p\u00e5 en underliggande matchningsproblematik. Samtidigt vittnar flera statliga arbetsgivare om att efterfr\u00e5gan generellt sett \u00e4r h\u00f6g p\u00e5 erfaren nyckelkompetens som beh\u00f6vs f\u00f6r att genomf\u00f6ra \u00f6nskade och n\u00f6dv\u00e4ndiga effektiviseringar och verksamhetsutveckling, s\u00e4ger Roger Vilhelmsson.<br>En trend som framtr\u00e4der i Kompetensbarometern \u00e4r att m\u00e5nga myndigheter st\u00e5r inf\u00f6r ett skifte av hur kompetenser kombineras och organiseras. Kombinationstj\u00e4nster, exempelvis systemutvecklare med utredarkompetens, kommer att efterfr\u00e5gas i h\u00f6gre utstr\u00e4ckning \u00e4n renodlade specialister fram\u00f6ver.<\/p>\n\n\n\n<p><strong>Prioriterar bort utvecklingsprojekt<\/strong><br>20 procent av de statliga arbetsgivarna uppger att kompetensbristen p\u00e5verkar dem ganska mycket. Kompetensbristen g\u00f6r att flera myndigheter tvingas anlita konsulter f\u00f6r uppdrag d\u00e4r de hellre skulle ha anv\u00e4nt egna medarbetare.<br>\u2013 Kompetensbristen g\u00f6r att de statliga arbetsgivarna ofta prioriterar k\u00e4rnverksamheten och d\u00e4rigenom tvingas bortprioritera utvecklingsarbete som l\u00e5ngsiktigt kan f\u00f6rb\u00e4ttra verksamheten. Flera har ocks\u00e5 utvecklat mer systematisk internutbildning f\u00f6r att hantera bristen. Vi ser \u00e4ven att statliga arbetsgivare i m\u00e5nga fall s\u00e4nker kraven p\u00e5 utbildning och erfarenhet.
